Overview

ACS Professional Staffing is looking for an employee to work on-site with our client. This Electronic Engineer 1 will provide telecommunications design scoping, draft detailed drawings, and develop bills of materials and statements of work based on engineering requirements and project parameters. Participate in engineering studies, equipment research/testing, and project coordination to support telecommunications system design and implementation. Assist in developing technical specifications, reviewing design packages, and supporting procurement, construction, and contract administration activities. Apply standard design guides, templates, and specifications to produce comprehensive design packages, documentation, and equipment requirements. Requires at least 6 months of telecommunications engineering experience, knowledge of utility-based telecom systems (microwave, fiber), and strong communication skills.This full-time position is located in Vancouver, WA.

Pay Rate: $31.81 - $45.45

Responsibilities:

  • Provide telecommunications scoping input for concept design documents (CDDs) and produce draft detailed design drawings and draft bills of materials and statements of work (SOWs) based on analysis of engineering and design requirements, project parameters, and technical information compiled from multiple sources.
  • Upon request of Project Manager (PM) or Contracting Officer’s Representative (COR), provide technical input and recommendations, as non-voting member of the evaluation and decision-making panel, regarding technical tradeoffs and product compliance to existing policies and standards and budgetary constraints.
  • Perform engineering studies with assistance from TENP Subject Matter Experts (SMEs), and document findings in formal reports.
  • Participate in teams to research and test telecommunication and related equipment.
  • Assist in development of requirements for technical specifications for procurement and construction of telecommunications systems and equipment. Provide technical support in the administration of material contracts and project management of turnkey system contracts as requested / directed by COR or Contracting Officer (CO). Approval for all final procurement or contract actions must be received from federal staff.
  • Use standard telecommunications guides, design templates, standards and specifications to scope and design assigned projects.
  • Assist with the preparation of innovative design templates, standards, and specifications for approval by staff, as needed, when existing documentation does not include the needs required by the project situation.
  • Prepare comprehensive final scoping documents and design packages for assigned projects, including final detailed design drawings, draft statements of work (contract design and construction), and all other documents for the telecommunication equipment installation, layout, wiring, and testing for review and approval by staff.
  • Prepare equipment settings sheets and all other documentation required to complete the design packages associated with assigned projects.
  • Provide staff with material and equipment requirements for design projects and assist in preparing material requisitions (MRs) for approval; coordinate with personnel for timely acquisition and delivery of project equipment and materials.
  • Participate in the coordination of project requirements, plans of service and details with project team members and stakeholders during technical scoping.
  • Participate in events at specific project sites, including scoping meetings, equipment installation, and testing phases to ensure telecommunications requirements are addressed.
  • Assist in providing technical support to the construction organization during project installation and energization, including troubleshooting path obstruction and interference issues.
  • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

Requirements:

  • Bachelor’s Degree in Electronic or Telecommunications Engineering or a directly related field (from an ABET accredited school) is required.
  • Candidates 3 months from graduation will be considered. Proof of degree may be requested after graduation. ** (Request attestation from supplier confirming degree was obtained) **
  • 6 months of experience in Telecommunications Engineering or closely related field is required.
  • Must have knowledge of engineering concepts, principles and practices applicable to components and facilities found on a regional transmission system
  • Skill in oral and written communication to effectively fulfill client/customer/team requirements
  • Experience or knowledge regarding preliminary engineering, design, and construction of telecommunications or network engineering projects in a utility environment.
  • Experience or knowledge regarding the review and evaluation of design packages (including drawings, material certifications and submittals for conformance to the design specifications).
  • Knowledge of backbone infrastructure connectivity including microwave radio and fiber optic telecommunications systems.
  • Valid U.S. Driver’s License is required.
